Constitution |
The Orissa Watershed Development Mission is a registered Society under the Department of Agriculture, Government of Orissa. It is responsible for planning and implementation of Watershed Development Schemes and other integrated Soil & Water Conservation Programmes. This Society was registered under the Society Registration Act, 1860 and started functioning from June, 2000.

Aims and Objectives of the Society |
- Identification and prioritization of Blocks and Gram Panchayats in the State, through a scientific criteria viz. moisture index, area under assured irrigation, topographical features, preponderance of wasteland etc, for comprehensive treatment of those watersheds.
- Identification of specific watersheds, ordinarily of an area of 500 to 1000 hectares, in the above Blocks and Gram Panchayats for treatment
- Preparation of integrated watershed development programmes which shall interalia include schemes for conservation, augmentation and optimum utilization of water resources, development of appropriate cropping pattern on the basis of assessed availability of moisture, to ensure ecological development and increasing production and productivity through development programmes and schemes in operation from time to time and participation of the community
- Dissemination of information through appropriate extension activities regarding dangers of environmental degradation practices which result in fall in ground water levels and decline in soil quality, the need for water and soil conservation and application of appropriate technologies,
- Conservation of run-off water, recharging and optimal utilization of ground water, harvesting of rain water and formulation and implementation of other related programme,
- Treatment of wastelands for restoration through appropriate intervention,
- Adoption of modern technique of scientific management for accelerated benefits from integrated development programmes in the watersheds,
- Improving opportunities for sustainable employment both during and after completion of the watershed development projects,
- Improvement of the ecology and availability of water in the watersheds,
- Promotion of self help groups of land less persons for capacity building,
- To implement the Society’s programmes as a people’s movement and as a participatory development programme, with the field agency of line departments providing technical and specialist support
- To co-ordinate the activities of various agencies engaged in watershed development in the State and monitor their performance.
- The Orissa Watershed development mission(OWDM) under the Department of Agriculture has been designated as the Nodal agency and entrusted with the responsibility of implementing and coordinating the various activities of the Western Orissa Livelihood project (WORLP) and the Project Support Team for the Project has been constituted to function under the Orissa watershed development Mission with a full- time professional staff and such posts would exist till the period of the project or such time till funds are available.

2. The powers and duties of its officers and employees:
1.Director, Watershed Mission:
- To issue guidelines, instructions and approvals in connection with all projects, programmes and proposals.
- To issue technical, administrative and financial guidelines for accelerated and effective implementation of all watershed projects / schemes in the State.
- To formulate the strategies to be adopted for effective implementation of different watershed programmes, projects and works.
- To supervise and review the progress of all watershed projects and schemes in the State implemented under IWDP / DPAP / RLTAP/ NWDPRA / RVP / all externally aided projects for watershed development or under any other scheme or programme.
- To exercise, such power, as the State Government may suggest to the Director, Watershed Mission from time to time.
2.Additional Director:
- Assist the Director, Watershed Mission, in all areas of operations.
- To coordinate the different responsibility centers in the Watershed Mission.
- Discharge all functions as assigned to him by the Director, Watershed Mission.
3.Manager (Administration):
- Responsible for all matters dealing with establishment, Personnel and administrative matters of OWDM.
- Procures and maintain all the assets of Watershed Mission.
- Deals with all HRD matters
4.Manager (Soil & Water Conservation):
Identification, documentation, Capacity Building and guidance to the field functionaries on relevant Soil & Water Conservation Technologies.
5.Manager (Live Stock):
Identification, documentation, Capacity Building and guidance to the field functionaries on suitable packages and interventions towards Livestock and Fodder Development in watershed programmes.
6.Assistant Manager (Documentation & Communication):
Documenting various processes, technologies, success stories and interventions carried out across various programmes and disseminating these learnings to various field functionaries for their application.
7.Assistant Managers (Monitoring & Evaluation):
- Monitoring of different Watershed programmes and schemes like IWDP, DPAP, RLTAP etc at the State Level.
- Compilation and processing of MPRs, QPRs and other reports and briefing the Director, Watershed Mission on the periodic progress of the Schemes.
- Process various project proposals to be sent to the Go
8.Assistant Manager (Capacity Building):
- Identification of training organizations and individual trainers within and outside the State.
- Monitoring of all training activities conducted under the Watershed Programmes.
- Support the development of training materials.
- Coordination with the training agencies and the needs of the various districts.
9.Assistant Manager Finance:
- Monitoring the flow of funds and funding patterns between the GoI and other external agencies.
- Scrutiny of Financial reports and returns.
- Preparation of monthly, quarterly and annual financial reports of projects, programmes and schemes.
- Ensure submission of utilization certificates, internal audits etc.
- Ensure compliance with prescribed procedures and budgetary discipline in activities undertaken by the OWDM.
3. The procedure followed in the decision making process, including channels of supervision and accountability:
The Watershed Guidelines of the Government of India in the Ministry of Rural Development and Ministry of Agriculture are followed in implementation of Watershed Programmes. The Watershed Mission is accountable to the Agriculture Department.

Watershed Projects are implemented through active participation of the communities residing within the watershed area. The activities are planned and implemented though community institutions like Watershed Associations, Watershed committees, User groups, Self Help Groups etc.

12. The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes
The scheme “Enhancing Sustainability of Dry Land Rain fed Farming System” is under implementation in eight DPAP Districts i.e. Kalahandi, Nuapada, Bolangir, Sonepur, Kandhamal, Boudh, Bargarh and Dhenkanal. The Scheme primarily aims at stabilizing farm productivity and increasing cropping intensity in Dry Land Rain fed Areas through construction of micro water harvesting structures (farm ponds) in the farmers’ fields. These structures (farm ponds) will be able to retain the runoff as well as subsurface seepage water, which can be used to provide life saving irrigation to the crops during kharif and irrigation to low duty crops on certain portion of the land during rabi while enhancing the moisture regime of the areas significantly.
25% of the expenditure on excavation of the farm pond and water lifting devices subject to the limit of the unit cost will be provided as back ended subsidy to the farmers irrespective of their land holding. In case of farmers under BPL category, wages for excavation of farm pond can be provided out of NFFWP Scheme where the decision is taken at the district level. In such cases the BPL farmers will only be eligible to get 25% subsidy on the material component such as water lifting devices, pipes etc.
