Mr G. B. Reddy, IFS, Director, Orissa Watershed Development Mission (OWDM)

Mr. G. B. Reddy has joined Indian Forest Service in the year 1981. For last 30 years, he has worked in various capacities and actively involved in Tribal Development, Natural Resource Management, Rural Livelihoods, Food Security, Microfinance. He has a vast experience in participatory approaches in watershed programme, promotion of community based organizations such as SHGs, User Groups, Common Interest Groups. As a Director, OWDM he holds responsibility of managing over 4000 micro watersheds covering an area of 1.5 million ha. having around 6000 villages. He also holds responsibility of managing DFID funded Western Orissa Rural Livelihoods Project (WORLP). Earlier he worked in UNWFP funded World Food Programme ( WFP ) as Project Director and implemented various food security and livelihoods programmes in the tribal pockets of Orissa. He also worked as Divisional Forest Officer in the State of Orissa and General Manager, Orissa Forest Development Corporation Ltd.

Mahesh Das, Additional Director

Mr.Mahesh is one among the 1984 batch B.Sc Agril Eng &Tech. from CAET , OUAT, Bhubaneswar, origins in Soil Conservation Organisation and now positioned as Addl. Director, OWDM on deputation. Started serving and experiencing in the field of NRM & W/S Development and allied field since 14th Nov’1984 in different capacity covering most remote areas like Chitrakonda, Malkangiri, Western and Coastal Orissa. Had an foreign tour to attend 25 days International Conference at Tanzania while working as Project Director in DANIDA assisted bilateral project on watershed development. Look after Office Anministration in general, allegation & inquiry matter, inspection of Watersheds, monitoring District Offices and overall administration during absence of Director including additional responsibilities as and when given by the Director, OWDM.

R. Geeta Rani Patnaik, Manager Administration

Smt. Geetarani Patnaik OAS(1), after completion of her Post Graduation in political science from Bhanja Bihar joined in OAS (92 Batch) in 1st July 1996. She was posted as Dy. Collector in Collectorate Ganjam. She worked as judicial officer, establishment officer and emergency officer till 9th March 2004. From 10th March to 2nd March 2009 she worked in Collectorate Khurda as Deputy Collector where she was looking after establishment of the Collectorate & the field staff. Later she joined in OWDM on 3rd March 2009 as Manager Administration and still continuing.

Mr. Niranjan Sahu, Manager (GIS)

Niranjan has 20 years of work experience in the field of teaching, extension, research and development. He has the experience of an entire project cycle while working in DANIDA assisted bilateral project on watershed development. Working experience with Government, NGOs, Civil society and the tribal are his assets. Participatory planning, Capacity building, Natural resources management and Monitoring and evaluation are his domain of core competencies. He has worked in multicultural and multisectoral environment. M. Tech in Agricultural Engineering with specialization in Soil and Water Conservation from IIT, Kharagpur; Post Graduate Certificate in Business management(PGCBM) from Xavier Institute of Management(XIM),Bhubaneswar; Overseas General management from Ramboll, Denmark and P.G. Diploma in Social Work and Human Resources Development are his academic credentials. He is a team player and passionate to work on climate change.

Rabi Narayan Mishra, Executive Assistant to Director

Rabi Narayan Mishra, Educational Qualification- B. Tech(Ag. Engg) & M. Tech (Soil & Water Cons. Engg), (College of Agril. Engg & Technology), OUAT, Bhubaneswar. He has 17 years of experience in the field of executing community lift irrigation points, command area development in irrigation department, participatory watershed development in KBK districts assisted by DFID, IFARD, WFP & State govt. joint collaboration, popularization of improved farm implements/ planning & execution of farm development works & private lift irrigation projects under Agril. Deptt of State Govt. Presently he is working in Orissa Watershed Development Mission, BBSR and is involved in participatory watershed development works including NRM & capacity building support to primary & secondary stake holders in watershed area in the state. He is an honest, hard working and committed govt. servant to work for people of Odisha.

Sanjay Mohanty, Manager CB

Mr. Sanjay Kumar Mohanty joined in govt. service in the year 1994. He has more than 17 years of experience in planning, implementation, budgeting, monitoring and evaluation of schemes /programs relating to social & rural development, watershed development & livelihoods promotion. Presently he is working in Orissa Watershed Development Mission and looking after capacity building aspects of watershed development programme. His educational qualification is M.Tech in Agricultural Engineering

Sitikantha Pandit, Manager- NRM

Mr. Sitikantha Pandit has more than 22 years of experience in Soil & Water Conservation Projects, Rural Area Development Projects of various Block Developmental Works (Implementation of NREGA, Watershed Development, Rural Connectivity, SGRY, Rural & Agricultural Infrastructural Development Projects), under Government of Orissa. He has competent in Planning, estimating, designing, implementing, supervising, technical sanctioning as Assistant Agricultural Engineer & Assistant Project Director (Technical) Presently he is working in Orissa Watershed Development Mission and looking after NRM and Livelihood aspects of watershed development programme.

Sankarshan Mahunta, Manager (Livestock)

Graduated from College of Veterinary Science & Animal Husbandry, OUAT, Bhubaneswar in 2000. Worked as Veterinary Asst. Surgeon from 2000 to 2008. Completed MVSC. in Livestock Production & Management in 2010 as a sponsored candidate of State Govt. from OUAT with gold medal. Joined as Manager (Livestock) in OWDM and is still continuing.

Ashok Rath, Assistant Manager, D & C

Mr. Ashok Kumar Rath entered into the State Government service during January, 1982 and joined under the control of Director, Soil Conservation, Odisha. He is a Botany post graduate. During his last 30 years of service both in field and office in different districts he acquired vast experience in planning, monitoring and management of land, water under NRM sectors, soil and moisture/water conservation interventions, geo-hydrological structures coupled with monitoring and evaluation, community mobilisation, awareness building and livelihood support to different stake holders for effective implementation of watershed development programmes. He loves designing and land shaping of gardens including gardening. His contribution for beautification of Regional Plant Resource Centre, Bhubaneswar during 1984-85 is praise worthy. At present he is working under OWDM in managerial capacity after being deputed from Soil Conservation Directorate. He is assigned with the responsibility of Public Information Officer (PIO) under RTI Act, 2005, Documentation and Communication and Assembly related matters pertaining to OWDM, Bhubaneswar.

He joined in State Government Service in November, 1982. His experience includes more than 29 years in the field of Soil Conservation and Watershed Development both at State and field level. His educational qualification is B.Sc. (Botany Hons.). His services have been placed under Director, Watershed Mission since April, 2004 on deputation. He is working in Managerial capacity and is entrusted with the responsibility of Monitoring & Evaluation of Government of India sponsored scheme, Integrated Watershed Development Programme (IWDP). Jyoti Ranjan Mishra : He holds a master degree in Agricultural Economics from O.U.A.T., Bhubaneswar . A four month certificate course on “Application of GIS and Remote Sensing on Soils and Land Use Planning” from I.I.R.S., Dehradun got added to his credit during the year 1998. Sri Mishra has a continuous working experience of more than 15 years in the field of watershed management , planning and monitoring at both state and field level. He has the privilege of learning from reputed institutes such as T.E.R.I.(New Delhi), N.I.R.D.( Hyderabad ) and premier state institute - G.A.A, Bhubaneswar. His present assignment inter alia includes managing the affairs of a Government of India sponsored programmee namely” Drought prone Area programme(DPAP)”.

Sanjeeb kumar Bohidar: Post-graduate in Agriculture with specialization in Agricultural Economics. Joined in Government service in 1995. He has completed four months certificate course on “Application of GIS and Remote Sensing on Soils and Land Use Planning” from IIRS, Dehradun. : He joined in State Government Service in March, 1984. His experience includes more than 27 years in the field of Soil Conservation and Watershed Development both at State and field level. His services have been placed under the disposal of Director, Watershed Mission since August, 2004 on deputation. His educational qualification is B.Sc (Chemistry Hons.) and he has undergone a three months Soil Conservation Training Course at Damodar Valley Corporation, Hazaribagh during the year 1996. He is working in Managerial capacity and is entrusted with the responsibility of Finance related matters.

He has 17 years of experience in the field of Information Technology. After completing B.E. Computer Science & Engg, he has done the Post Graduation in Business Management from Xavier Institute of Management Bhubaneswar. He worked as Project Manager, System Administrator and GIS Analyst in OGIMAC, Software Technology Parks of India. He has worked as a Project Manager in Orissa Construction Corporation Limited and executed many projects successfully. He has developed many application software’s for various organizations during this period. He has also worked as an Advisor to many organizations. He also manages the HR division along with the Systems, MIS, GIS & Network Operations

Suchitra Pradhan, Technical Expert (Capacity Building & Communication)

Ms Suchitra has 12 years of experience in social development. She has worked closely with community groups especially women in various parts of Orissa. She has competency in mobilising and sensitising the community on different social issues especially gender issues. She is a post graduate in Sociology and currently is pursuing her PhD from IIT, Kharagpur. Prior to joining WORLP she was working with CENDERET-XIMB as Social Consultant.

Kabita Dash, Social Development Officer

Ms.Kabita Dash is a post graduate in Social Science, having more than 11 years work experience in the fields of health, livelihood, gender and disaster preparedness. Earlier she has been associated in a number of health and development projects of Diakonie-Sweden, Cordaid-Netherlands, Oxfam (GB), DFID, WHO and Bloomberg Global Initiative. She is involved in partnering relationships, programme planning, implementation, monitoring and policy advocacy at the state and district level. She has joined the WORLP,OWDM since 1st May’2009.

Saroj Kanta Palai, Assistant

Qualified with M. Com (Finance), he has over 4 years experience in the sector of Finance & Accounting. Earlier he has worked as an Accountant in the Aryan Granites & Monuments Pvt. Ltd. at Chennai. He has joined as Administration-cum-Finance Assistant in WORLP, OWDM since 1st May 2009.

Pragnya Sikha Gour, Assistant

Pragnya is a science graduate, done her post graduation in history. She has done his PG Diploma in System Development (Computer Applications) from NIIT. She has also done diploma in tourism and Indian monuments. After having 10 years of teaching experience in software training, she shifted her domain to development sector and was working with a 29 years old NGO, “CYSD” for 4 and half years before joining OWDM.

Sushree Sangita Maharana, Assistant

Sushree has done her masters in commerce with specialization in Finance. She has three and half years of experience as Block accountant cum Data Assistant at PHC, Astaranga, Puri under NRHM. She hails from the sacred city of Puri and has a very broad outlook and a versatile personality. Her strengths are her adaptability and depth knowledge of documentation. Her hobbies are listening to music, reading books and making friends.

He has 5 years of experience in the field of Information Technology. After completion of graduation he has done his MCA from North Orissa university. He has worked at Wipro infotech as IT admin to support the IT section of Furure Groups. He has worked for two years at Water Resource Department (OCTMP) as a computer assistant before joining OWDM.

He has six years experience in the relevant sector in different organization. Before join at OWDM he already served to Office of the Junior Soil Conservation–Cum–Project Implementing Agency, Saintala, Bolangir & Rural Education And Community Health Development (REACHD) as Data Entry Operator–Cum–Office Assistant. His qualification is B.A with PGDCA.

Satyabrata Guru is a Post Graduate in Agriculture from Orissa University of Agriculture and Technology, Bhubaneswar. He has more than 12 years of experience in development sector out of which 8 years in watershed development projects. He has specialized in participatory livelihood strategy planning and implement for the poor. He is currently associated with OWDM as Technical Expert –Livelihoods in the ongoing IWMP project.

Rashmi Ranjan Barik, Technical Expert - NRM

Mr. Rashmi is presently working as Technical Expert- Natural Resource Management in SLNA, OWDM. He has 11 years of experience in rural development sector in the field of Natural Resource Management and Livelihoods in different research and development organisations such as OUAT, OTELP and OWDM. His core areas of competency are Soil and Water Conservation, Gravity-Fed Irrigation, Farming System Models and Participatory Micro-Planning. He has a Master Degree in Agricultural Engineering from OUAT, Bhubaneswar, and Post Graduate Diploma in Rural Development from IGNOU. Prior to this assignment he has worked as CBT- NRM Specialist in JEEBIKA, Kandhamal and Senior Engineer (PSU-OTELP).

Chittaranjan is a GIS professional having more than 10 years of experiences in various domain areas of Geo-informatics such as GIS, Remote Sensing, GPS, etc. He has worked on several State/National and International organizations in the areas of his expertise. After Post Graduation in Geology he has done the P.G. Diploma in water Resource Management.Worked as Project Scientist in SPARC. Earlier he has been associated with many Line departments like Ministry of Forest & Environment (MOEF), Water Resources, Bhubaneswar Development Authority (BDA), Ground Water, Rural Water Supply & Sanitation (RWSS), Election Commission of Orissa (ECO), East-Cost Railway, Orissa Tourism Development Corporation (OTDC), UNDP, POSCO Steel plant, International Commission of Irrigation & Drainage (ICID) etc. he has worked as Project Engineer (RS & GPS) in Orissa Watershed Development Mission
